Some people volunteer to make new friends. Others give back because it just feels good. There are many reasons people volunteer, beyond the simple goodness of their hearts (though that’s certainly an important one!). And oftentimes, it’s a combination of factors that motivates a person to begin—and continue—volunteering.

Phyllis J. Randall was elected Chair At-Large of the Loudoun County Board of Supervisors in November 2015 and reelected in November 2019. Her election was historic as she became the first woman of color in Virginia’s history to be an elected chair of a county Board.
As Loudoun’s Chair At-Large, she represents Loudoun on various regional, state and national bodies including, serving as Chair of the Virginia Association of Counties Health and Human Resources sub-committee, Chair of the Northern Virginia Transportation Authority, President of the Washington Metropolitan Council of Governments (COG) and member of the COG Board of Directors as well as a member of the COG Human Services and Public Safety Policy Committee and the COG Regional Forward Coalition, and member of the National Association of Counties Health and Human Resources Committee
Chair Randall also serves on the Board of Supervisors’ Finance/Government Operations and Economic Development Committee and the Transportation and Land Use Committee.
In June of 2018, Chair Randall was selected as one of only twenty-five women in the country to be included in the 2019 class of Governing Magazine’s Women in Government Leadership Program. In addition, in 2018, the citizens of Loudoun County voted Chair Randall Favorite Public Official, an honor which she is most humbled by and proud of.
From 2009-2011, Chair Randall served as Chair of Virginia’s Fair Housing Board under Governors Tim Kaine and Bob McDonnell. From 2014 to June of 2018, she served as Chair of Virginia’s State Board of Corrections under Governor Terry McAuliffe.
By profession, Chair Randall is a mental health therapist, working with substance abusing offenders in a local adult detention center, a position she enjoyed for over fifteen years.
She and her husband Thaddeus (T.W.) have lived in Loudoun since 2003, and are the proud parents of two sons, Ashon and Aaron.

Our Inspire-Connect-Educate Conference this year is focused around the theme “Iron Sharpens Iron”. Our goal this year is to build on the Career Readiness, Higher Education Readiness and Life Skills classes we have deployed in the past 6 years. Our conference is still focused on targeting students of color in the DC metro area in grades 5-12, but our conference is open to all who want to attend. In the past we have welcomed students and parents from all of the representing counties in Northern Virginia, West Virginia, Prince George County MD and Montgomery County MD. Our conference averages 250 participants each year and is free to those who register in advance. Our conference attendees receive lunch for free. All of the workshop leaders and keynote speakers are experts in their respective fields.
In 2013, a group of impassioned African American male educators recognized that numerous concerns were not being addressed related to the successful transition and preparation of young men of color throughout the Northern Virginia area and larger DC Metro area into high school, college and the workforce. With a shared focus of wanting to develop the academic, social and interpersonal skills of students of color in elementary, middle and high school to ultimately position them for success in all areas of their lives. This group of dedicated professionals, representing various disciplines in education, embarked upon a creative problem-solving process, which included the formation of strategic alliances with community and civic organizations to address several of these concerns in tangible ways. One result of these efforts was the creation of the Inspire, Connect, Educate–Conference.
